i have been having the same problem with mt 4 1/2 month Rosey. She will pee on the pads if she is in a confined space or if i take her outside but she does not try and let me know. I just have to guess. I also bought the exercise pen and it worked GREAT for about 2 months but now she can jump right out of it.... good luck
