I think I would go talk to the owners and 'apologize' for being so "neurotic', but tell them that you are concerned because their dog doesn't have any shelter and you have a dog crate that you are not using if they want it. I think you always solve more problems by being nice. If you start out with accusations they will become defensive.

Had to laugh about 'coaxing' the dog out. It brought back memories of my granny climbing a fence to rescue a starving pit bull.

The humane society is more likely than the animal control to take action. Maybe it's because the animal control knows the dog is likely to be euthanized if they impound it.
