Is there a Dad? Maybe he will listen to you. I woud tell the parents that if the boy calls the dogs out of the yard and something happens they will be FINANCIALLY RESPONSIBLE. Some people only understand when it's their money. If that doesn't work, smack the kid when no one is looking! (kidding)
