Does she know you're cross with her when she poos in the wrong place? She might be eating it to 'help' with cleaning it up. Puppies think in interesting ways
You should also check with your vet that she has no nutritional deficiencies because this can sometimes be a motivator. And I've read elsewhere that putting courgette (zucchini) into their food is a great deterrent to them from eating their poo too
