I got my Jasmine at 7 months old... she was 1 pound, 11 ounces back then.
My vet thought she was younger based on her lack of adult teeth also.
I think some with some tinies... they may mature later... and I don't think many vets are all that familiar with tiny yorkies.
My Jasmine is a year and 1/2 now and she has her adult teeth.
