Yes, a step in harness is like a figure of eight that their front legs step into and it does up at the back. I ordered one from petco-only to find that their smallest one is still too big for my 3lb girl. Hopeing she will grow into it. My girl doesn't like her current harness being put on,but tolerates it as she loves walks!You can get them custom made-probably my next option.
