hmmmm...all of my dogs are very friendly towards other people. When I had Chester, he bit the cable guy once (only person he ever bit) but that's because the cable guy walked in and immediately tried to pet Chester.
Anyway, Gracie is NOT friendly towards dogs that she doesn't know. She doesn't go after them, by any means, but she lets them know right away to stay away from her.
I don't know what to say about your little one. Anxiety, maybe?
