open the pics using MS Paint, then click image-->stretch/skew and reduce it by the percentage you want.
Then you can view the image attributes to determine if it's the size you're looking for (probably for an avatar?
)
That is one way, other image viewers can do the same, but MS Paint comes bundled free with Windows.
