some do seem to go through a bad breath stage when they are teething - you may also need to have some baby teeth removed if they didn't fall out and bacteria is getting trapped between the two sets.

never heard of vinegar, but a paste made from baking soda and water works - do not use human toothpaste. Also, you may want to look into a product called Teeth for Life. Burt's bees also makes a breath freshener for "man and beast". its a green liquid that comes with an eye dropper top and mine all seem to take it easily (after watching mommy, of course).
