It is just a stage, he is probably teething. But have you tried Bitter Apple? Or if you caught him chewing on something he isn't then remove him from the item and gave him something you want him to chew like stuff toy. If he does play with it reward him, and then after a while maybe he will get used chewing his toys but mommy's shoes.
