IMO, I would say yes, she will probably be too small to breed if her adult weight is under 5 pounds.
However, I think it is also important to recognize that size should not be the only deciding factor on whether or not she should be bred. There are many other health concerns that should be addressed and identified...most favorably, these should be considered
before even deciding on a potential stock dog.
