To answer some of your questions:
I have relayed to Animal Control the name of the vet I have used for years (stressed that a second time in an email this morning).
I have been to Animal Control twice.
The head of Animal Control has contacted me twice by email, the last one this morning. I sent another followup email this morning with this proposal and will follow this up with a phone call later:

I can understand your wanting to get this animal into an environment that will allow her to have the best quality of life possible. I can provide that.
What I am proposing is that you allow me to adopt this Yorkie. I would be able to pick it up as soon as you will release it and will get it in to my vet immediately (same day) so we can start it on a path to recovery to a better quality of life. The vet I have used for many years is Deerwood Animal Clinic. I am also prepared to get the animal to another veterinary specialist if required.
I am prepared to get the dog the same day you will release it. I am concerned that time is important here and I would be prepared to get it as early as today and fast-track it to the vet. I can also provide you with followup reports as the animal progresses.
If you would like me to meet with you or one of your representatives in person, I would also be available to do that. I have been to your facility twice concerning this animal.
I have the time, resources, and patience to help this animal. I am ready to act when you give the go ahead...
