I have two friends whose dogs wouldn't pee or poop when they were on a leash -- and saved it until later. This was simply because they were so close to their owners (on a leash). They just didn't want to be caught going to the bathroom because they had learned to equate it with doing something wrong.

My pup readily goes outside. But -- I often have him out on a 50-foot clothesline (leash). This way, he is nowhere near me when he goes to the bathroom --and in the meantime, he has learned that I think it is wonderful when he goes outside....because I still see him do it and can praise him for doing it

Perhaps if you can find a way for him to have more freedom and be further away from you when you are outside, he will go to the bathroom.....using a very very long leash like I use does help a lot.
