They are safe if you can watch them while they play, it is not a toy to be left out when you can't supervise them. This way they won't chew on it because you will be there and can take it off of them if they do. I have never had any trouble with them eating the fur, (they just love to play with it), and I have two yorkie who love to chew on everything and eat everything they can find.
