It sounds like you're doing all the right things and it is apparent that you have the pup's best interests at heart. The poor little thing does look like it needs lots of love and cuddles. I would imagine he's pretty traumatized after being on his own for so long.
Just keep being persistent and hopefully you'll be able to bring this little one home.
