Yes in order for one to register their dogs, the litter must be registered by the breeder. If this is not done, the dogs will not be AKC papered. The breeder should provide new owners with the application for registration, which they recieve through the mail. Each new owner then fills out their portions and pays for registration. The breeder needs to provide the applications though, if not, there is a problem, and for that price, they should be papered.
