You've gotten some very good advice here. I would get Kirby micro-chipped and leave the harness off when you're not home. Accidents can happen.
I cannot stand nor can I understand people that do not pick up their messes. We live in a nice neighborhood and people walk the dogs all the time. You should see the huge bricks that were left in our yard! Freaking half the size of one of my dogs!
