I don't know how much this would help, but with Daisy she use to tear up pee pads all the time too.. I changed to the washable ones and have never had a problem since then. I think that once they get on it to go potty and hear the noise that it makes that's too much for them to resist...
With the washable ones there is no noise.. She she never so much as tried to tear it up and if she did she would be unsuccessful.. LOL Maybe he'll settle down once he can't tear pee pads anymore..
