The simple solution would be to crate him. Confine him in a small enough space to discourage that sort of behavior. People have to get out of their mind that crating a dog is somehow cruel. If he is tearing away the pee pad i would get rid of it during the day because if a piece of that gets into his throat who knows how that will end. Crating my dog stopped us from coming home to a mess. Took us a week to train her to go on command on the pee pad, took us a couple of days to train her to go on command in the litter box. Took us a day to get her to go on command on actual litter. We just changed her litter to a horse bedding(much cheaper for a lot more product and does the same thing but maybe even better) and that took us one day. I say all that to say that crating my dog stopped a long, frustrating process of accidents and potty training. If you stop him from going where he is all day you can get him to go where you want him to go.

I would also take him for a good long walk when you got home.
