I would feed them at separate times.
You might try separating them for awhile by a gate so the older one can get used to having the puppy around.
They all are like that going after the toys. Muffie and Missy do it all the time. There can be 100 toys down on the floor and one always wants what the other one has.
Get a pull toy and maybe they'll play together with it. YOU may have to teach the baby how to but not hard if YOU are doing it.
