My 8-month old will be neutered soon. He definitely marks - inside and out.
I take him out to pee often, and he's good about going. But when we're back in the house I slap a belly band around him and don't have to worry.

I use washcloths - fold them diagonally - wrap them around the little boy - and pin them with a diaper pin. I have a couple dozen of these and just throw them in the wash with the rest of my laundry. They work very well.

And - because I take my pup outside every hour and a half or so - his belly band is almost always dry. So - even though my puppy marks in the house, he doesn't seem to do it if he gets outside often........
