How about feeding your dog a diet that is higher in fat all together and not just treats?
If you put your dog on a active dog formula/high performance, it has the added fat that will no doubt put weight on him fast. It works for my larger breeds as needed due to the higher calories. If you don't mind the "junk food" tip, you can begin adding any brand of canned puppy food (some are "healthy", most are not) to his dry for a week and see what happens. You'll want to add its and maybe mix it so that its almost a half/half ratio.
