It appears in this case that if the dog had been micro-chipped this issue would probably/may be over. I say probably, because I don't think the woman who found the Yorkie would have cut out the micro-chip. It also would have saved the original owner a little $$$ as micro-chipping is less than the $40 she is spending in DNA but I would guess she still would have had to get a lawyer either way.
