Alright, it bothered me so much I put an email into a friend of mine who is some sort of math prof at the University, anyway this is what he says about it...
It's a function of the numbers. Regardless of the number you choose, when you rearange the numbers to make the new number, and then do the subtraction step, the digit's of the NEW number all add up to a multiple of 9. So, by removing one of the digits and then typing in the remaining ones, the number you circled is easy to determine, simply by adding the digits you typed in together, and then subtracting _that_ number for the next multiple of 9.
