My best friend used belly bands as an aid in potty training her yorkie. She got him at about 4 years of age and he was never potty trained so you can imagine the frustration.
Well he learned to hold his potty by wearing the belly bands because he didnt like being wet. Im not sure why this isnt working for you. How long have you been having him wear a belly band?
My yorkie is a little over a year old and 2.5 lbs and she potty trained alright but it might be different for girls so Im not really sure about that. SHe actually did take longer than my other 2 dogs though.

Is it possible he has a medical problem? I really hope thats not the case but have you told the vet about his potty problem? My mother-in-laws snauzer is a year old and potties everywhere and it turns out he has a kidney disease

I hope you can get him trained soon. I know how frustrating potty training was for my 3 dogs. Good Luck
