It does sound like he's "spoiled." And, I have no clue what you can do. Unfortunately, when he behaves this way in public - to keep the peace, you probably do exactly what he wants - pick him up and hold him - or something like that. And, of course, this just reinforces the behavior that you don't want.
You're going to have to try and come up with something you can do - that he doesn't want being done - when he acts this way. I would think that he must be exhibiting some of this same sort of behavior when you're at home also -- and perhaps, this is where the training should start. I'm sure it's almost impossible to deal with when you are already out in public.
It will be interesting to see what ideas other people have.
