Rhonda, no one who ever loved a dog could end up abusing them this way. Puppy mills started out in the Great Depression when the farmers couldn't grow crops and the government (USDA) suggested the raise dogs like they do livestock. I don't think the USDA had THIS in mind though! Now, there aren't enough inspectors to inspect all the mills in the country and these abusers get away with it! |
