I had an older dog's tail docked (partially amputated - same thing) because of an injury. And - he did absolutely fine. I don't think he ever even knew anything had been done.
So - if needs to be done and is done correctly, it doesn't need to be a bad or painful experience for an older dog.
Mine dog didn't have the newer laser procedure - but it certainly does sound easier and even less potentially troublesome.
