Without the whys....
Male and females dogs both hump -- neutered males and spayed females also hump.
It isn't mating -- but you don't want it going on..... - so do whatever you can to stop it. Break it up - distract the one doing it - get them busy doing something else -- tell them "No no no!!!!" --- etc. etc. etc.
It's perfectly natural - but not want you want going on in your home. Treat it like any other behavior you don't want your dog doing....
