 Hmmm..Question!

Was wanting to get your take on this. I have an appointment with the vet for Yogi's 12 week shots but didn't know if I should mention this or if it's just a normal thing.
For the past few days, Yogi has been peeing constantly!! I am trying to housebreak him so take him out all the time and am watching his water and food intake. I'll take him outside and he'll pee once sometimes, twice. But then, when I bring him back in, He'll pee some more!! Like yesterday, I took him out, he peed twice. We came back in and I had him with me in my office with a puppy pad and within 20 minutes had peed two more times!! He hadn't had any water since being in the house!
Is this that male "marking" his territory thing? He's peeing on the puppy pads and going back to the same puppy pad to do it.
Could there be something else going on?
