I used to work for Invisible Fencing....these collars are NOT effective (or humane actually) for small breeds, as it tends to change their personalities and create very timid or sometimes aggressive dogs. From my experience, the terriers did not do well with shock collars. And like any device, they are not always reliable, the "shock" will sometimes go off without being properly triggered.

These collars are often ineffective even in the larger breeds (especially high pain threshold breeds such as Malamutes..etc), who will "endure" the shock repeatedly and run through the fence.

I personally find it abusive to any animal...but that is JMO.
