Oh okay. It's an interesting question and I had a squizz round the internet. The only piece of information I could find was this link

It may be the more time-consuming option particularly if she isn't a barker (according to what I've read, some are and some aren't) but if you can teach her to 'speak', then the connection to 'asking to go out' should be fairly straightforward. Maybe when your other little girl barks, you could start reinforcing the word 'speak' and maybe your little quiet girl will eventually catch on
If not, most other websites seem to recommend either installing a puppy door (which might not suit you) or a bell. I found this on the net which looks like it might be quite good
