I understand that constantly wearing a collar poses a choking danger. But are doggy clothes not the same kind of hazard?

If not....is there anyone that clips their doggie's id (tags or whatever) to their clothes, in case they run out of the house or something? I was looking at the little dresses and vests with the D rings that double as harnesses, thinking that this might be at least an option?

Related/unrelated question: exactly how do those clothes WORK, as harnesses? If they are just closed with velcro, aren't some dogs able to pull out of them?
