Yes, that is correct. Chloe was probably born with it which would make it a Level One. Yorkies and other toy/small breeds are prone to it (being born with it or caused by an accident). If caused by an accident it is an immediate problem. If born with it, it may never be a problem. You need to not let her jump as vet mentioned. Things to watch for is her favoring a leg, limping, holding it up excessively, or in general seeming to have pain in a back leg. Don't be fooled, those little ones will eventually jump too .
