Yes that is too young. There are stages of a puppy's development where it is crucial for it to remain with the mother and litter mates longer than 7 weeks. I know that where I live, it is common for breeders to place pups between 6-8 weeks. We keep our pups from 10-12 weeks, depending on the pup, home it will be going to, etc, keeping them longer if we feel it is in the best interest.
