I think it's normal. Tigger used to do this until we got him neutered. Now it's rare that I'll catch him going at it. I don't know if he does it behind my back, but I hardly catch him doing anything about his manly urges. We must understand that even though we don't like their humping it's instinct. I do think it should be controlled as much as possible but it's definatly normal for them to exhibit this behavior regardless of neutering or not. I do think Neutering helps A LOT though.
