It could be a reaction to the cleaner they use. I use to work at a Pet care kennel for a summer job and they used watered down bleach to clean everything and kill any diseases or anything that a dog could bring in.
A few dogs with sensitive skin would react to the bleach and get a rash.
I would ask what they clean the kennels with.
I hope he gets better soon.
