Confused Inside Outside Confusion

I'm new here and at wits end... I have a 7 month old female that we have tried every potty training tool imaginable on - From wee pads and newspaper(which she tears apart), doggie pans (tries to eat the litter), diapers (slips off or just goes in them), etc. Nothing seems to be working and I have to admit my family and I are probably the reason. When we got her in December she was barely over a pound so we chose not to force the issue with potty training. We just thought it best to use any restroom in our house for this purpose and we have four of them. Meaning after each wake up or after each meal...She was taken to a bathroom. Now that the weather is warmer, we've started taking her outside as much as weather permitting. These outtings have been nothing short of her anxiously waiting to PLAY rather than potty - No matter how long she's outside. Once inside, any floor area close to, near, around or in a bathroom is free game! It's been about two steady months now; is it too late for us to break the cycle? Or, should we just give this potty thing a little more time?

P.S.
Suggestions on how to properly go about either inside or outside training would be GREATLY appreciated!
