i think the shelters have a way to check microchipping too... and maybe put up posters of the lil one and run an ad... but if she isnt microchipped and no one responds then the best thing you could do is give her a good home
i hate to say it and break your heart but someone is probably looking for her... you dont see too many "stray" yorkies but if no one claims her there is alot of good info on yorkies here
