Sounds like he is a very little dog to me - and entitled to eat all he wants!!!
You can always keep an eye on his weight - and until, he seems to be getting a little heavier than he should be, I wouldn't worry about the amount he is eating.
I know my dogs eat more some days than they do others. And, I am sure (we people) don't eat the same amount every day.....some days we eat less, and other days we can't eat enough.
Keep good healthy food available for your pup and watch his weight.
