A 4 month old puppy should not have dry skin. Have the vet do a skin scrapping to see if it is a bacterial infection, etc...use a quality puppy food, exercise and sunshine.
I would get Chlorhexaderm shampoo right now and clear up the skin..then be careful with oils..they clog the pores and make more dry skin. A four month odl should not need alot of additives to maintain healthy skin..have you vet do a "look/see"..good luck
