I'm not sure of this addresses your puppy's specific problem. I'll keep looking.
We had one of our rescue's have surgery done twice for this and if it doesn't work this time they will have to remove the penis. I have no clue what that means - a catheter? The vet did say that it was unusal to have this surgery twice.
