You need a health certificate dated within 72 hours of crossing and a pet vaccination certificate showing rabies, hepatitis, pip, leptospirosis. A pet permit fee is required. They may not even notice the dog upon entry, but what will happen when you bring it back and they think your importing it. Also be aware that many residents of Mexico are very afraid of dogs (even small ones) because of roaming wild dogs carrying rabies and there are a lot of dog diseases. Keep a close eye on your dog, residents kill roaming dogs to protect their communities.
