My senior dog will not eat on command either - he picks at the food throughout the day too.

I think all dogs are different because our new pup, Rex, is 10 weeks old and he free feeds during the day, with water down all the time. I feed him wet food when I feed Rowdy and he "holds" his pee pee really well - he always goes when I take him out in the grass and he rarely goes in the house. Of course, someone is home with him all day and so he gets taken out at least once an hour. He sleeps with me all night and holds it all night, no accidents yet! I guess I'm just lucky.
Because we usually have a puppy or two in the house, I too leave dry food and water out for them 24/7. With our 8 pack, there is a seniority eating order even with 2 food and 2 water bowls. Certain ones must have the area all to themselves as they eat, the others share and eat from the same bowl at the same time. They all eat in the morning and at supper time and snack from the bowls in between times.
