Kim, Pretty much anyone can be a breeder. Some "breeders" must be registered w/ the USDA if they have a certain number of dogs (usually a pretty high number). If you're USDA registered, you don't HAVE to keep your dogs outside (though many do) -- you have to keep your breeding dogs OUTSIDE of your home, but that could very well be in a separate kennel or something or in a "guest house".
