Congrats on your new puppy! I never used pee pads, so I'm unable to offer any opinion there, but I do swear by harnesses. I usually have a collar on my girl as well (her id and license plus some necessary bling attached!), but don't use that with her leash. There are a lot of great harnesses out there, I've always used lupine, but JUST got my first harness vest. I LOVE the harness vest, it works really well, and looks adorable all day long!
