  Unfortunatly there still are a lot of dog-farms and dogmeat restaurants in Korea. The legal status is a bit strange. While there is not a law against raising them for meat or selling the meat, it is illegal to keep them in poor and cruel conditions.
I agree many dog-owners treat their pet as one of the family and buy all the best food and clothes /toys for them. That's why it's so strange that there is still this 'dark' side where people don't think the dogmeat they eat is from the same animal which they love so much at home.
