I'm reading this book about dog training called "Smarter than You Think" and it has an interesting technique for situations like yours. Basically, you keep the dog on a leash almost all the time, right by your side, so you can react to them quickly. When you sit down, you give the dog just enough lead to sit, stand, turn around, and lay down. It's pretty extreme and it requires a huge commitment on your part for a short time, but it sounds like it could work.
