Thanks!!! Hehe, I love playing around on photoshop! (It's my h hobby and also my career.)
I just did two layers and the top layer I applied a radial blur. Then I got the eraser tool and erased the blurry top layer part of TeeJay and revealed the clearer version of him below, leaving the blur all around him.
This is the kind of stuff we do with wedding photos, etc when we put together large wall-sized prints and also for albums, etc.
