Mac and Mellie play fight all the time. Once in a while there will be an actual fight over a toy. People who come to my house and can not tell the difference think they are going to kill each other. The difference is they start with the play stance. front down, hind up. do the little bouncy thing then it's a free for all. They will growl, air bite and chase but they are acutally playing maybe this is really what's going on in your case he just wants them to play.
